Redline Secure Strategies was founded by a team of career federal security professionals currently retiring from the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). With a combined 60+ years of leadership experience spanning CISA, the U.S. Military, TSA, and federal law enforcement, our team brings unmatched, real-time expertise in critical infrastructure protection to the private sector. We’ve led national compliance programs, managed large inspection teams , and directed complex investigations at the highest levels. Now, we’re dedicated to bringing this practical, field-tested knowledge to you.
Steven Shedd Co-Founder
- A recognized subject matter expert on the Chemical Facility Anti-Terrorism Standards (CFATS) program with over 15 years of federal leadership experience.
- Served at the highest levels of DHS/CISA as both Chief of Chemical Security and Deputy Branch Chief for the Field Operations Branch.
- Directed and managed national-level regulatory compliance and inspection programs, overseeing regional inspectors and operations.
- Possesses deep expertise in explosives, chemical weapons, and anti-terrorism/counter-terrorism planning and response.
- Advised executive-level industry and government stakeholders on critical infrastructure risk mitigation.
Jim Williams Co-Founder
- A veteran investigator with over 25 years of combined military and federal law enforcement experience.
- Served as a decorated Special Agent with the U.S. Air Force Office of Special Investigations (AFOSI), leading complex criminal, fraud, and counterintelligence investigations.
- Twice selected as Chief of Security within DHS/CISA, directing regulatory compliance and supervising inspector teams across two multi-state regions.
- SME in Technical Surveillance Countermeasures (TSCM) and physical security, analyzing threats against sensitive DoD facilities and Embassies.
- An expert in technical surveillance countermeasures (TSCM), counterintelligence, and threat assessments.
Douglas Frey CPP® Co-Founder
- A highly decorated veteran with over 20 years of direct experience in the security of Critical Infrastructure.
- Explosive Ordnance Disposal (EOD) Team Leader in the U.S. Air Force, leading over 75 EOD responses during Operation Iraqi Freedom.
- Led protective missions for the United States Secret Service and Department of State to ensure the safety of the President, Vice President, and Secretary of State.
- Served as a Regional Supervisor for CISA, overseeing physical and cyber assessments and supervising Chemical Security Inspectors.
- Recognized expert in explosives, hazardous chemicals, and security vulnerabilities. SME on IEDs, and CBRNE security threats for federal and military operations
